
I am Associate Professor and Head of the Central Department of Public Administration at Tribhuvan University, and an executive member of the Eastern Regional Organization for Public Administration (EROPA), representing Nepal among its 11 institutional members. I earned my PhD from Tribhuvan University in 2012, following earlier training in research methodology and organizational politics at the University of Bergen (2007), and capacity-building for evidence-based policy design at Harvard Kennedy School (2017).
My academic focus is on development and public administration, where I teach and supervise research at the Master’s, M.Phil, and PhD levels. To date, I have guided twelve M.Phil theses, numerous Master’s projects, and co-supervised four PhD dissertations. I serve as Editor-in-Chief of the South Asian Journal of Policy and Governance (since 2022), having previously been its Managing Editor (2013–2019).
Beyond teaching and research, I have contributed to curriculum design for M.Phil, MPA, MPS, and BPA programs as secretary of the Public Administration Subject Committee, and played a key role in establishing the Bachelor of Public Sector Governance program at Padma Kanya Campus. I have also conducted training for non-teaching staff of Tribhuvan University.
Before joining academia, I served seven years as a civil servant (Non-Gazetted I) in the Nepal Army and Ministry of Defence (2000–2008).
